If commercial organisations want us to link to them then they should be paying,

A quick read of their "guide " , unfortunately full of unsupported claims about clothing and helmets and poor use of dodgy statistics . Looks more like the Daily Mail guide to damn cyclists than anything serious or useful.

I accept the motivation for commercial organisations to publish non-commercial material is that it includes their branding but I don't think that's necessarily a reason to ignore it if it is actually useful. In this case the guide doesn't directly promote the company's products (it's not like they're selling helmets or hi-viz clothing) so I'm not be too sceptical about their motives.

There are a few specific points I take exception to (eg "reflective clothing no matter what time of day", "always wear a helmet" and especially "avoid country lanes in the dark" ) but taken in the spirit in which it seems to be intended I didn't find it too objectional as a whole although I'm uneasy about the way it portrays cycling as hazardous.

I agree - not worth the can of worms we'd be opening
